Abstract
An efficient method for constructing an approximate analytical solution to the contact problem of the penetration of a spherical indenter into the soft elastic layer lying on a rigid elastic foundation is proposed. The method permits to obtain the problem solution effective for the full range of the problem characteristic geometrical and physical parameter values. Some cases when Young’s moduli of the layer and the substrate differ more than a hundredfold are analyzed. The obtained contact stresses for different values of the foundation stiffness are compared with the formerly known results for the nondeformable foundation case. It is shown that when the elastic properties of the layer and the substrate differ a hundredfold, maximum difference between these results is less than 3%. The relationship between the pressing force and the radius of the sphere is determined. The question is put owing to the control problem of the thin coatings elastic properties.

Abstract
The inverse coefficient problem for the second-order operator in the simply connected domain with the piecewise-smooth boundary arising in the theory of the deformable system vibrations is investigated. The solution method for the inverse coefficient problem based on studying Cauchy problem for the first-order differential equation with variable coefficients is offered. Both direct and inverse problems are solved on the ground of the difference approximations method. The reconstruction of the variable shear modulus of various types, obtained at both accurate and noisy input data, is resulted.

Abstract
The spatial contact problem for the flexible wedge is investigated in the quasi-static formulation when two identical elliptic rigid punches are symmetrically impressed into one face of the wedge under friction. The other wedge face is stress-free. The contact domain is accepted unknown. The motion of the punches perpendicular to the edge of the wedge is considered. In this case the punches can move either towards the edge or from the edge. Using the known Green function for the three-dimensional wedge, the contact problem is reduced to the integral equation with respect to the contact pressure. Galanov’s method is used for solving the integral equation which permits to determine the contact domain and the contact pressure simultaneously. The numerical analysis is made for different values of the friction coefficient, wedge angle, and the distance between the punches.

Abstract
The research results of the adhesive properties of ultrathin carbon films on sapphire by the sclerometry technique are presented. Both scratch testing parameters and adhesion strength of bond between the amorphous carbon film and sapphire are determined. Adhesion forces have amounted to the value of F<sub>2</sub>&nbsp;=&nbsp;1.58&nbsp;mN by the carbon film thickness of h&nbsp;?&nbsp;217&nbsp;nm. The adhesion bond strength of a-C/sapphire couple has amounted to the value of Н<sub>12</sub>&nbsp;=&nbsp;9,48&nbsp;&middot;&nbsp;10<sup>&minus;20</sup>&nbsp;J. Thus, the adhesion strength value of carbon film/sapphire has turned out 1.8 times less than, for example, of Au/SiO<sub>2</sub> couple. Scleroscopic tests for the a-C amorphous carbon film on sapphire are performed. Hardness value has amounted to H<sub>SCR</sub>&nbsp;=&nbsp;0.016&nbsp;hPa which appears far less than hardness of the carbon films obtained by the magnetron sputtering in vacuum. The surface morphology of carbon film scans is investigated by the atomic force microscopy. The carbon film scan roughness is estimated, it amounts to 60 nm.

Abstract
An innovative approach to the intelligent electronic interactive documentation of the mechatronic production facilities — the creation of smart-passports is presented. The approach relevancy is dictated by the need for such facilities to have an organized document flow of the tooling data, information exchange of data containing in particular test results for the geometrical accuracy of the production facility and the product machining accuracy. Specific features of every production facility under the operation programming are usually left out. The prospective line of the development is endowing the information maintenance environment of such facilities as smart-passports with the intellectual capacity, and the unique knowledge system to control the treatment process, and, in all, the operation including field maintenance. The possible connection to the external net communication media is provided. The smart-passport mission and tasks solved under its operation are presented in the paper. Special emphasis is put on the methodologies of the passport knowledge system formation. Characteristics of the problem situation and tasks on the control operation planning of the ware conditions, and solvable subproblems in the technological system state space are performed. The approach to the generation of the solution sequence technique in the knowledge system is recommended. The terminological nature specificity of the knowledge system building typical of such object domain of the mechatronic processing equipment as machine tools is emphasized.

Abstract
The current state of the national universities automation is touched upon. Some aspects of the automation being the key ones in building the information control system (ICS) are defined. The tasks solved by the introduction of ICS in the university are formulated. It is concluded that the service-oriented architecture (SOA) is best suited for the ICS. The formal definition of the service-oriented architecture is given, the benefits of the service-oriented technology introduction into the university information space are disclosed. For illustrative purposes, the multilevel university ICS diagram is presented in the graphical format. The service redundancy problem specific to the most information systems when in long-life operation, is also considered. As a solution to this problem, the use of the structural meta-service that coordinates the interaction between ICS structural components is proposed. The ICS mathematical model is suggested. Generalizing the ICS management policy based on SOA, the authors draw the conclusion on the necessity for the unified description of the domain. The benefits of the ontological approach for the domain conceptualization are considered. It is concluded that to develop the ontological description of the concepts and relations between concepts, the semantic kernel, and the mechanism of the ontological description transformation is essential. Both the university conception ICS diagram and the structure of the domain ontological model as the ontological model symbiosis of individual ICS services are presented in the graphical view.

Abstract
The problem on the stationary tool trajectories instability relative to the workpiece taking into account the periodic parameter variation of the interacting subsystems and of the dynamic coupling formed under cutting is considered. Parameter changes are caused by cyclic variations of the workpiece stiffness in the direction normal to the rotative axis, as well as variations of the allowance for machining periodic with the period of its rotation. It is shown that the periodic parameter changes induce the instability mechanisms not analyzed before. Moreover, in this case the loss of stability is basically dependent on the spindle speed. In addition, the instability is also associated with the kinematic perturbations caused by the periodic component of the support longitudinal feed velocity. Some examples of instability depending on the mathematical model parameters of the cutting system are given.

Abstract
The design-engineering techniques to improve hydraulic and, accordingly, thermal characteristics of the liquid cooling radiator of the communications-electronics equipment (CEE) beamformer rack are presented. The liquid cooling method of CEE permitting to remove heat flows from small areas is considered. CAD-CAE simulation of the cooling fluid in the channel is performed, and its hydrodynamic characteristics at the preset parameters of the coolant and the environment are studied. The following tasks are solved: a beamformer rack solid model involving non-type designs is built, the mathematical simulation of the hydrodynamic processes is done, the technique of increasing the flow turbulence is developed, the numerical analysis of the proposed design is presented, the results of the theoretical research and the experiment are compared. The suggested design is producible, particularly the product assembly is not difficult and permits the use of automation devices, such as power tools.

Abstract
Some issues of building a functional model of a small enterprise in the machine tool industry are considered. The operation features of such enterprises are distinguished. Modern process description methods are briefly reviewed. The processes are identified, the node tree of the process network model is presented, their general description is done. The metamodel of the enterprise upper level processes and context diagrams are proposed. The business function of the enterprise under examination is considered. In accordance with the semantics of IDEF0 language, inputs, outputs, up-down control, and mechanism arrows are defined. The practical use of the metamodel as the methodology for introducing changes into the enterprise organization structure will establish a real quality management system. Such transition will contribute to the efficient process control at all times of the machine-tool product life-style and improvement in the quality of the production.

Abstract
The solution to the problem on the adaptive control of the motion path and combine tools loading based on fuzzy logic inference is considered. The problem formalization of the fuzzy combine control under the frequently changing operation conditions is resulted. The linguistic variables which characterize the control parameters and the “inputs-output” dependence surface and conform to the production synthesized fuzzy system are presented. The term-set parameters of the linguistic variables and membership functions for the fuzzy multivariable adaptive control system of the grain combine are described. The fuzzy microcontroller simulation model implemented in MatLab Simulink system with Fuzzy Logic Toolbox is presented. The simulation results are given. The presented rule base and inference mechanism form the basis of the multivariable adaptive fuzzy control system of the grain combine.

Abstract
The finite-element method for the plane problem solution of the concrete creep theory with regard to aging is developed. The expressions based on the formulas for creep values proposed by N. K. Arutyunyan and S. V. Alexandrovsky are used as the hereditary functions of the second kind. The friendly programming expressions for the concrete relaxation kernels are obtained by the symbolic processor. The durable step-by-step algorithm and the appropriate software for performing accounting under the variable loading with regard to the fast incident creep at the initial load and partial reversibility of the creep flow under deloading are developed. The verification of the developed software is carried out on the base of the available experimental data on the creep of the directly compressive prismatic concrete rods and bending concrete beams.

Abstract
Organization and engineering concepts of establishing the productive intrafarm feed manufacture based on the building block system of separate processing lines and their use, both independently and as part of the whole feed-milling complexes, are proved. The developed system of machinery and equipment, its technical features, and operating modes of this equipment under the feed ingredients processing and complete feed making are described. The research on the process module prototypes of preparing and applying liquid fortifying and medicinal (vitamin) emulsions into the complete feed, the processing line of applying enzymatic and other nutritional (dry) supplements is resulted. The automated feed workshop basic diagram based on the modular principle of separate processing lines, and economic effectiveness of its application are developed.

Abstract
Values of wheat corn and chaff motion on the fin upwards and downwards from ? elevation corner of the fin for various ?<sub>B</sub> air velocities at one vibration period — Т&nbsp;=&nbsp;2?/? — of the top screen are defined. The screen opening angles and air velocities at which grain will slide on the fin only downwards, and the opening angles and air velocities at which short chaff will slide on the fin only upwards, are determined. The inclined airflow parameters and fin elevation corner in the lip screen front when grain actively displaces on the fins downwards and gets under the screen are considered. Appropriate recommendations are made.

Abstract
The analysis of the “risk” concept as a sociocultural phenomenon is carried out. The sociocultural basis for risk as one of the human being’s characteristics in the world and an essential component of the human activity is defined. The basic strategies of the contemporary individual behavior are considered since the nature of risk itself and the attitude towards it in the society differ widely versus the society type. The concept of the “individual risky action” is revealed. The factors contributing to the uncertainty and risk are described. In the process of the risky activity, the individual comes up against the situation of voluntary or necessary risk whose resolution depends on his action or inaction. In this respect, the assessment system of the risk acceptability and the adverse consequences connected with it in various scopes of activity are investigated. The specific nature of the individual risky action in the modern society is proved. Risk minimization methods versus the individual behavior strategy are analyzed.

Abstract
It is shown that the development of universities as innovation structures determines the regional innovation economy sector. Quality and competitiveness improvement of the educational infrastructures requires restructuring the university job training process. It is proved that the creation of the innovation infrastructure contributes to the implementation of the scientific and technological activities results. The innovation infrastructure role in the integrated education development is specified. The innovation transfer process is presented as a multi-dimensional concept, and its partners – as objects of the enterprise innovation infrastructures. The university innovation infrastructure development is based on the interaction of the consulting, engineering, information, and telecommunication services. It is proved that the innovative infrastructure existence is a critical success factor for the higher educational establishment. The investigation of the innovation trend conceptual model proves that the university infrastructure possesses the self-development property. Integrated structure partners can be estimated according to the project output results. The innovation infrastructure paradigm shift predetermines development of all the institutional forms resulting in the formation of the specialized innovative structures.

Abstract
The current status of the helicopter engineering in Russia is considered, the development prospects of the industry are evaluated. In the given period, the capital assets consolidation, and big business creation are being completed. Their manufacturing programs are aimed at the priority directions of the Russian aircraft industry. The significance of the chosen theme is caused by the role which the helicopter industry plays in forming scientific and economic potential of the country. At the present stage of the Russian economy development, problems on the organizational arrangement, divercification, entry into new markets become more urgent for helicopter equipment producers. In this regard, the focal points of the efficient manufacturing process control are considered by the example of the “Russian Helicopters” company. Abstract
The correlation issues of the state regulation organizational and institutional component of the foreign trade activity in Russia are considered. The factual data on the federal executive bodies operation during the period from 1992 to 2011 is gathered and analyzed. With consideration of these indices, the basic elements of the mechanism of forming path dependence in the foreign trade activity are selected. The key element of this mechanism is the cyclicality of the organizational and institutional development. In terms of the organizational component, the cycles under discussion are time ranges — from maximum to minimum amount of the performed organizational changes. In terms of the institutional component, these cycles are time spans when the priority of the certain trends of the state regulation and measures of state support for the foreign trade activity is observed. The perceived cyclicality is determined by the great accumulation of the factors of the organizational and institutional imbalances in the institutional system of the foreign trade activity. These imbalances are regarded as temporary discordance in the sphere of the legal support for education, abolition and functioning of the executive authorities responsible for the regulation and support for the foreign trade activity.

Abstract
The development of “new technologies, mechanisms and regulations of monitoring and saving health of schoolchildren” is determined as one of the priority directions of the Russian education development in “Our new school” national educational strategy. The pilot project of the Ministry of General and Vocational Education of the Rostov Region is directed to creating a global health-saving educational space in the Rostov Region. The focal point of the pilot project is the Regional health-saving centre operation in the educational sphere of the Rostov Region. It is the first health-saving centre at the regional level in the Russian Federation. It acts as a coordinating centre for health-saving schools in the Rostov Region to solve a number of tasks: organization, monitoring, methodic, expert, information ones. Establishing the Regional health-saving centre in education propels the Rostov Region to the top in the sphere of the health-saving pedagogics.
