Abstract
A problem on the formulation of the limit set for the sequences of increasing Toeplitz matrices eigenvalues (of the limitary spectrum) with the chosen symbol is solved. The limitary spectrum of the banded Toeplitz matrices is described as a semialgebraic set, viz a solution set of some system of algebraic equations and inequalities. In the solution to the problem, the multivariate resultant technique is used. An algorithm of the limitary spectrum determination is formulated for the particular case. An example of the limitary spectrum computation for the specific symbol is considered. These results check the classical results by F. Spitzer and P. Schmidt on the description of the limitary spectrum of the non-selfadjoint Toeplitz matrices. It should be pointed out that these classical results are significantly existence theorems, and the problem on the effective computation of limitary spectrum by F. Spitzer and P. Schmidt is not considered.

Abstract
The work objective is the development of the mathematical model for analyzing the air pollution process. State reports published in the “Ecological Vestnik of Don” journal are taken as basic data. The target of research is the data on the automotive pollutant emission into the atmospheric air registered in Rostov-on-Don and Rostov Region as of from 2001 to 2010. The mathematical simulation of the air contamination process is performed through two approaches: 1) description by mathematical models of Gauze type; 2) improvement and forecasting of the air contamination process by Prony’s method; MathCad, MatLab program packages are used. The mathematical simulation results allow to analyze the contamination process and to identify its regularities.

Abstract
The analysis technique of the radial bearing with a deformable base on the ground of Reynolds equation analog for viscoplastic lubrication, and of Lame equation for ‘thin layer’ case is given. The technique permitting to form the accurate self-similar solution to the problem considered is offered. The obtained analytical dependences allow estimating the effects of the nondimensional plasticity parameter and the elastic hydrodynamic parameter on the bearing principle operation factors. The results show that the bearing capacity and the frictional force values grow with the increase of plasticity parameter and the elastic hydrodynamic parameter values. In the limiting case when the elastic hydrodynamic parameter goes to infinity, the bearing capacity value and the frictional force go to the proper values for the bearing with a rigid base. In the admitted approximation, the bearing capacity and the frictional force value are directly proportional to the plasticity parameter.

Abstract
The possibility of the vibrowave impact application under the connecting threads disassembly is investigated. The specified operations go to make up a considerable amount of work in the repair and recycling of engineering products. It is essential to find the problem solution to restrict the environment pollution, to economize natural and material resources, energy, to shorten time and means in the production of new goods. Vibrowave loading is performed in the following manner. A solid iron rod – wave duct vibrates. These oscillations (15–50 Hz) stimulate the torque reduction under the connection disassembly. The torque reduction under processing similar water-cured connections with a variety of time intervals is considered. The obtained results are compared and analyzed. The data characterizing the interrelation between the working diagram of the vibrowave impact on the connection elements, target exposure time, and disassembly efficiency is offered.

Abstract
Some issues on the quality improvement of the services which are carried out by the engineering centre through the registration of the problem area knowledge in the information resources are considered. The process approach is applied as the basic conception of improving enterprise performance. The processes of the engineering centre are identified, the process model of the quality management system is developed on their basis. The information support for the monitoring, analysis, and measurements processes is developed to implement the advantages of the process approach in quality management. The foundation for the development of the knowledge management system in the engineering centre is created. The knowledge management system is identified. The ‘Knowledge management’ process decomposition allowed to allocate five subprocesses: ‘Search of knowledge’, ‘Analysis of knowledge’, ‘Physical data structuring’, ‘Access organization’, ‘New knowledge generation’. The developed database includes eleven tables. Some of them are presented in the paper for illustrative purposes. The database has been projected through Microsoft Office Access 2007 software. The developed information support is intended to solve the problems of management processes improvement for the agricultural engineering centre. In return, it will increase satisfaction of the consumers.

Abstract
The formulation technique for the asymptotically exact coupling conditions simulating a thin section under the analysis of transverse vibrations of the cantilever fitted rod is presented. The three-piece beam model with constant characteristics in every area is investigated. An exact analytical solution produced from decisions of every interval associated with each other through the boundary conditions and matching conditions is obtained. Then, the analogous problem for the two-element beam model, for which asymptotically exact conditions on the coupling line of the uniform sections are formulated, is studied. The case of the vanishingly small thin cut is considered. The accuracy analysis of the obtained modified coupling conditions on the amplitude-frequency dependences and resonant frequencies is made. The residual values of the obtained conditions at various amounts of the cut length, depth, and central point are presented in the conducted computational experiments.

Abstract
The metal recovery goes from 0,4 up to 0,95 under the machine waste reclamation by the powder metallurgical techniques. Energy costs on the article production decrease. Under separating the slime produced in steel parts grinding, the promising approach is the liquefaction of dispersed ferromagnetic materials in the magnet field. In the nonuniform electromagnetic field, slime conglomerates holding the abrasive are effectively failing with the result that a qualitative splitting of magnetic and nonmagnetic slime fractions is possible. The mechanism and basic blocks of the magnetovibrating technology of the swarf separation for the bearing manufacturing are described. The determination technique of the magnetic fields optimum performance, when the effective splitting of the magnetic and nonmagnetic slime fractions is conducted, is resulted. The quoted simulation model allows define a gradient interval of the variable magnetic field induction at which the grinding slime conglomerates fail. The abrasive separated from slime was used through the investment casting. The slime metal component was used in the process of electrode coating for arc welding.

Abstract
The remote voltage annunciator – the device developed for detecting dangerous voltage at the specific workplace, in the high voltage supply units, in the electric traction networks, and catenaries – is described. The remote voltage annunciator scheme for the high-voltage AC-operated equipment is described. The annunciator needs no battery power supply block, is easy-to-use, and allows noncontacting detecting dangerous voltage, checking and detecting a high and dangerous voltage cable, determining residual and induced voltage. The remote annunciator uses the antenna designed to detect the radiated electrical field in the energized conductors. The electric radiation increases with the voltage growth, but lowers with the distance increase. When an electrical field is detected, or there is some motion towards the high-voltage current-carrying device, the annunciator starts to perform sound and light alarms.

Abstract
The problem of increasing the efficiency of cache systems using artificial intelligence techniques is considered. The formalized statement of raising the cache effectiveness on the basis of the set-theoretic mathematical tools is described. The fuzzy logic application technology for determining the victim which implements the calculation of cache values for object in cache memory is considered. It is first offered to use spatial locality of the web-resource as one of its basic characteristics applying to the input of the fuzzy logic system. The definition of this characteristic is based on the uniform resource identifier URI. The technique for the adaptation of fuzzy systems through the synthesis of the linguistic model using the method of fuzzy clustering is defined. Besides, the experimental study of the algorithm developed on the simulation stand for traces obtained through the proxy cache Squid is resulted.

Abstract
The problem on the task distribution among the multiple homogeneous computing devices by the minimax criterion is considered. The problem definition with the detailed description of the subject of inquiry and its basics is given. It is proposed to use approximate algorithms for the solution to the problem. Both Krohn’s classical and modified algorithms, and the techniques of improving them through the initial task distribution among the computer system devices are considered. The critical-path algorithm and Pashkeyev’s algorithm are used for this purpose. The output values of a number of computational experiments at various input parameters are given in the paper for estimating the efficiency of the obtained Krohn’s algorithm modifications. The modified algorithms efficiency has been evaluated by the operate time and by the departure of the obtained load values from the optimum. The software to analyze the modified algorithm efficiency is developed.

Some issues on the mathematical model justification and the solution to the problem of the labour safety risks assessment at the machine building enterprises are considered. As a result, the phases of occupational hazards threat, and the conditions which may result in workers death, injury, or disease, are discovered. Risk ranking in subdivisions and time may well in advance permit to localize subdivisions (departments) and hazards, to provide a preventive planning aimed at the workers death, injury, or disease risk reduction at the engineering enterprises.

Abstract
The basic external actions on the grain combine mechatronic control system, and their effect on the motion pattern and the production process are considered. The research objective is the problem solution on the adaptive control of the motion path and tool load ratio of the grain combine based on fuzzy logic inference. A method of the mechatronic system driving control, and the algorithm of its implementation is proposed. The structure and the interconnection of the mechatronic system elements of the grain combine driving control are observed. The simulation model of the mechatronic system implemented in MatLab Simulink with Fuzzy Logic Toolbox, and the simulation results are given. The regression analysis results, and the quality assessment according to SSE by R-square and RSME approximation adequacy criteria are presented. Confidence intervals for the obtained parameter values are also calculated. The implementation of the grain combine mechatronic system is considered.

Abstract
Rails refer to the intensive sources of the acoustic radiation. In rail traffic, rails to a large extent form an acoustic field at the work places of locomotive crews, and in the adjacent residential area nearby the railway track. A considerable extended line source is taken as a noise source model. Analytical dependences of sound pressure are obtained. At determining vibration velocities, the rail ballast layer is represented as a partially open-shell profile. It has different inertia moments in the vertical and horizontal planes (OZ and OY), and it lies on the elastic dissipative foundation. The force impact is considered as the load moving along the rail at the speed of the rake traffic. The obtained analytical dependences of sound pressure permit engineering and dissipative characteristics of the rail and ballast layer, and they are base ones for calculating the noise emitted by the rail. Besides, on the basis of the obtained dependences of sound pressure, it is possible to estimate the vibration levels on the rail, and to use the data to solve the problem of vibration impact on the residential buildings located close to the railway track.

Abstract
The effect of the die hole configuration in the screw extruder on the pellet quality of the fish formula feed is considered. The results of the corresponding theoretical and experimental research are presented. The surface form of the die hole that allow to produce uniform pressure of the pressable material throughout the hole length is equated. The curvilinear equation to determine the capacity under the even pressure distribution in the die hole is obtained. The pressure values along the hole length are determined experimentally, and the dependences of the hole capacity and the length on the pressures are developed. Basic requirements to the pellet quality are connected with the fish feeding specificity: durability, water resistance, crumbling, and density of pellets. The hole configuration is evaluated just according to the final quality of the mixed feed. The obtained results prove the advantages of the developed experimental die hole in comparison with the common forms. Firstly, the application of such hole in the extruder increases energy efficiency of the pressing-through process. Secondly, the pellet quality is improved.

Abstract
Functions and role of the epistemological optimism, its place in the modern disciplined inquiry are considered in view of ecological safety problems. The impact it produces on the process of building up a contemporary scientific view of the ecological stability on our planet is also described. Basic concepts of the environmental stability and safety are presented. They are considered as the theoretical basis for this research. The work objective is to draw attention to issues of the ecological safety of the planet. The ecological safety problems set the task of looking for new, unconventional ways of the science development which will allow the society create protection techniques against global catastrophes. The pressing challenge of the fundamental and philosophical knowledge unity leading to new comprehension of the current world crisis situations is studied. Some prospects of the fundamental and philosophical knowledge interpenetration are considered. Abstract
The polemics relative to the applicability of the ‘Dutch disease’ term to the Russian economy is described. The dynamics interdependence of such indicators as oil price, labour productivity, and mineral output is considered. The negative impact of the oil price increase on wages that affects the number of oil workers and the labour productivity is featured. The availability of intra- and interbranch skewness through the example of the oil and retail industrial trends bears witness to Rybczynski theorem and shows that there is Dutch disease in Khanty-Mansiysk Autonomous District (KhMAD) – Yugra economy. The Dutch disease factors impact on the KhMAD – Yugra industry with its unique features is analyzed. The specific nature of the district economy is shown through the example of the influence of the oil-and-gas branch orientation on the retail condition. The commodity turnover figures of the regions with underpopulation are compared.

Abstract
At the present stage of the Russian economy development, education in its extricable connection with science and production accommodates the efficiency and competitiveness of the national economy. In consequence of the interaction of the scientific research, design departments of the industrial enterprises and leading engineering universities, the integrated structures and a new approach to the transfer of the R&D results are formed. The challenges facing the university integrated package include not only the training of highly qualified specialists, but also the implementation of educational, research, and innovation projects. The analysis of modern models of the development of innovation corporate educational institutions shows that they are based on three key technologies: intelligent, management, and information ones. The innovative type of the development demands the comprehensive resources provision, and the economic systems stability, apart from the organizational prerequisites. The complexity of the resources provision is determined by the essential resource intensity of the innovation infrastructure processes. The interface acts both as a bonding technique, and as a place of innovative communication features, besides, its architecture as a whole is service-oriented.

Abstract
The author considers that a person can possess a psychophysiological proneness to one of the types of the management behaviour: ‘civil service’, ‘entrepreneurship’, ‘business-activity’. The systemization and development of techniques for the identification of personal qualities of leaders at various levels and scopes of activity are considered. On the basis of Cattell’s test, average personality ratings of state leaders and manager-entrepreneurs are shown. Two special types of personality are considered: entrepreneur and businessman. These concepts are compared inter nos. Their meaning is under hold. The personality identification algorithm developed by the author is presented. It permits to evaluate the degree of adequacy for the leadership position of the given person in the specific organization. A set of formulas for the judging of the entrepreneur’s capability to make oneself a cold evaluation is offered. The average expert comment is received as an objective evaluation.

Abstract
The development of the conceptual approaches to the justification of the eco-economic imperatives of the sustainable socio-eco-ecological regional system is particularly relevant in the context of the transformation intensification in the modern macroeconomics and the increasing significance of the environmental factor. The economy management efficiency goes up through the development of additional tooling, principles and factors, and the increased instrument value claims target selectivity, tension, and application areas. The socio-eco-ecological regional model including a package of active innovation processes is the most promising for various offers for the development of the regional policy. The program generation of the socio-eco-ecological development of the southern Russia is analyzed. Both quantitative indices and qualitative characteristics of the macroeconomic situation in the south of Russia are considered. Abstract
The results of the gender analysis of the educational process in the engineering university are presented. The gender analysis is made in stages, and it is defined by the well-structured diagram. Within the frame of this research, the gender analysis appears a constituent of the gender strategy of the engineering university. It serves to discover the gender sensitivity level of the main components of the educational process. The gender strategy of the university is proved, and it is considered as a practical mechanism for the implementation of ideas and principles of the gender approach in the educational practice of the universities. The author has elaborated the gender sensitivity rating scale of the university educational process, and has worked out the criteria to be considered while conducting the gender analysis. Interactions of the educational process parties, the training material content, research interests of male and female students, methods and practices systems of the youth outreach are studied in this context. As a result, a number of significant gender problems of the educational process in the engineering university — in particular, a low level of the gender sensitivity of the above-mentioned subjects of research — are discovered.
